In 2018, the Municipality of Milan introduced a Regulation on the Collaboration among Citizens and Administration for a Shared Management of Urban Commons.
Based on the principle that people carry capabilities and not only needs, collaborative agreements allow citizens to offer their contributions to the community in finding solutions to issues of common interest, in alliance with the government.
Since then, several projects have blossomed which saw citizens engage in practices of bottom-up regeneration, revitalization, and renovation of public spaces, and urban gardening.
